The Singapore Chamber of Commerce (Hong Kong) was established in 1996 by the Singapore business community in Hong Kong with the support of the Consulate-General of Singapore, the former Singapore Trade Development Board, the Singapore Economic Development Board and the Singapore Tourism Board in Hong Kong.

It is not a government agency but a civic body founded to foster closer economic link between Singapore and countries in the region, in particular the HKSAR and China; to enhance better understanding and closer co-operation amongst the business communities in the region, as well as to further develop channels of communications and ongoing dialogue with relevant government organisations.
